Infrastructure & Civilisation

Infrastructure:

Infrastructure has  played a great role in Civilization of Society. Right from the evolution of earth and evolution of human species, Civilisation has started creating  human settlements on River Banks searching for  water for their livelihood their livestock and other requirements. Few groups settled in mountains, plains by the side of grazing lands. Settlements started  interacting with their neighbourhood in search of employment and food & other commodities. Inter settlements connectivity & means of transport started developing  from Stone Age to present Modern age of digitisation with world wide web of information exchange & connectivity by electronic media, infrastructure has seen a sea of revolution. From mule cart to stage coach to air travel, communication from place to place inter village to inter districts, inter states & inter continents are reducing the time of travel as science & technology changes. 

In pre independence era India had minimum infrastructure of Ports/ Airports/ Railroads    Highways Power transmission lines serving the needs of colonial interest & East India company business interest. Infrastructure was limited to Metropolitan Cities of  Delhi Calcutta Madras Bombay Trivandrum Bangalore Pune Mysore & other Princely states & hill stations of  European residents interests.

 2022-23 is the important mile stone in  India. It is the 75th celebration year of      Independence.Electricity is provided to every household in India. Government of India Ministry of Power & Central Electricity Authority is funding all the DISCOMS in country to remodel the HT LT distribution to be in conformity with regulations & standards laid out by CEA. EHV, HT & LT lines in Elephant corridors are brought in conformity raising the ground clearance and providing intermediate supports to sagging lengthy spans. Energy loss in Transmission & Distribution are reduced by introducing new substations, express feeders & reconductoring of trunk lines. Voltage regulation of rural feeders is monitored and brought within permissible limits.

ABC Of Electricity- Use & Safety

 

ABC- Of ELECTRICITY:

 Digitization , e-commerce and e-governance to all the villages of India has become the top priority subject. Communication & Electricity infrastructure need to be strengthened to remote areas.    24*7 hour quality power supply has become absolute need and is drawing attention of State & Central Ministry of Power & Energy & Central Electricity Authority.

As per policy of Government of India every   dwelling unit need to be provided with Electricity under National Electricity schemes. Energy efficient bulbs are provided at subsidized rates for  replacing the conventional incandescent, fluorescent, CFL, MV & SV fixtures.

In Metropolitan Cities Distribution systems are upgraded. Over head lines are   replaced by underground cable in phased manner. To facilitate Fault isolation, control & change over 11 KV Ring Main Units are provided. These breakers need to be provided with provision to send message to concerned area distribution Engineer / Service station when these OD/ VL’s trip. Smart metering with scada control are provided for Energy management. 

A B C- Always Be careful with the use of this essential abstract friendly commodity. Check before use. Follow safety precautions recommended by the supplier/ equipment manufacturer & State Electrical Inspectorate. Like KYC in financial & Service organizations for an Electricity user “K Y D” has become most essential. Know Your Distribution.  The feeder or RMU- Number / Distribution Transformer from which power supply is given to our house or commercial installation to report to central service station for any complaints. As per present amended Electricity & distribution Code by KERC (Karnataka Electricity Regulatory Commission) after providing new service connection with an R R Number (Revenue Register Number) Service Certificate with a copy of the agreement is provided to the representative of registered consumer present at the time of service.

Use of alternate sources of supply like DG set, Solar/ wind Power & UPS to be got executed by licensed authorised Electrical agencies and made known to all the users in home. Earth connection and controls like MCB, RCCB ELCB plays a main role in providing safety to electrical installation & users.

World Consumer Day- Electricity in KODAGU

 15th March 2022:

     World over in all the Public Utility offices " WORLD CONSUMER DAY" is celebrated. Public assemble and collectively place their individual grievances and grievance affecting the large group/ commune/ village & hobli area. 

From last few months, I had the privilege of listening to grievances of Power consumers of Madikeri Taluk rural areas about the deficiency in services to them. On study of distribution noticed Kodagu power distribution has lot of deficiencies. IE Rules & present Electricity & Distribution Code approved by Electricity Regulatory Commission " KERC" has fixed the limits of LT(230/400 volts) Voltage regulation as 6% and for HT distribution( above 650 volts up to 33000 volts) as 9. Central Electricity Authority has formulated format for Audit of 11 KV feeders under "UDAY" scheme. Under "RAPDRP" schemes for reducing HT to LT line ratio additional distribution transformers have been installed in all the sixteen O&M units of Five Taluks of KODAGU. 

On  behalf of Electricity Consumers of native village SAMPAJE ,  With technical details of Energy sent out, Peak load and connected loads  I requested MD KPTCL to arrange for assessment of power constraints and take needful action. CESC & KPTCL Engineers inspected Sampaje and sent request & proposal in KERC approved (2003) format to establish 66KV 12.5 MVA substation in SAMPAJE Hobli head quarters. In October 2021 KPTCL has approved in principle. Planning & Coordination Group is arranging for comprehensive detailed report of project & include in "Annual Plan of Works for 2022-23" 

Power consumers of Sampaje & Chembu Panchayath have appealed to Madikeri Subdivision officer to bring the existing HT distribution lines in conformity with regulations of E&D code. Following are few points

i) To arrange for separation of rural spur line loads of Madenadu & Katakeri nearer to Madikeri substation from main feeder and transfer on neighbouring lightly loaded Galibeedu feeder.

ii) To arrange for Reconductoring of Trunk line conductor ( Weasel by Rabbit) 

iii) To draw 11kv link lines to reduce the length of  HT line of URUBYLU & CHEMBU villages. 

iv) To examine installing Auto Reclosure or RMU at main receiving end of village Koyanad (near  Sampaje Rubber estate) for better HT distribution management. 

Improvement to secondary side of LT distribution of new DTC's installed under RAPDRP is of urgent need as it was noticed that in many cases  Transformer is connected with single phase distribution loads. 

Voltage constraints in Kodagu was brought to the knowledge of CHESCOM & KPTCL corporate office with copies to respective Chief Engineers on 23rd November 2021. On 23rd Feb 2022 received an endorsement from KPTCL corporate office ( GM Technical) that the public grievance has been referred to Chief Engineer Transmission Zone, KPTCL, Mysore for needful. 

Hope Consumerism will survive with unity of consumers and each consumer understanding his/her right to public service and taking active part in village & activities of Public Utilities. To preserve and uphold the heritage customs & culture of western ghat inhabitants Amara Sullia & Panja hoblis of Vijayanagar kingdom under the rule of Haleri Kings prior to 1834 to be restored and AMARA SULLIA taluk territory merged with greater Kodagu for sustainable development in all fields.
