History of KODAGU.

The history of Madikeri is related to the history of Kodagu. From the 2nd to the 6th century AD, the northern part of Kodagu was ruled by Kadambas. The southern part of Kodagu was ruled by Gangas from the 4th to the 11th century. After defeating the Gangas in the 11th century, Cholas became the rulers of Kodagu. In the 12th century, the Cholas lost Kodagu to the Hoysalas. Kodagu fell to the Vijayanagar kings in the 14th century.[8]

After their fall, the local chieftains like Karnambahu (Palegars) started ruling their areas directly. They were defeated by Haleri Dynasty founder Veeraraju, (Nephew of Ikkeri Sadashiva Nayaka who were descendants of Talakadu Ganga Dynasty). In the year 1700 AD Ikkeri Somashekara Nayaka gifted Puttur and Amara Sullia Magnes of Tulunadu to Haleri Kings.

Descendants of Veeraraju who are known as "Haleri Dynasty" ruled Kodagu from 1600 to 1834 AD. Haleri king Mudduraja built the Fort in Madikeri and made it[9] as their capital. Mudduraja, the third Haleri king started leveling the land around Madikeri and built a fort in the year 1681. Madikeri Fort which was original built of mud and was replaced by Tipu SultanKodagu became a part of British India after 1834 AD.[10][11]

KAVERI NAD POWER

KAVERI NAD POWER.

KAVERI RIVER has the credit of first to produce Hydro Electricity in India in 1902, First in ASIA needs improvements to distribution system of power at its origin.   MYSORE POWER (then Mysore State Electricity Board) entered KODAGU in 1962 by 66 KV transmission line with smaller size RABBIT ACSR known as KFT line. 1962-2022 KODAGU has changed a lot with industrial growth around KUSHALNAGAR and adjoining Koppa & Bylakoppa of Periyapatna Taluk. Commercial establishments are spread across in all the taluks to meet the needs of tourists.

River Kaveri has connected Kodagu with neighbouring Districts of Mysuru Hassan  Mandya  Ramnagar and Tamilnadu State till its journey of joining Bay of Bengal. Power generation by Hydel Generation stations at Shivanasamudra Shimsha and other IPP's are in MANDYA District.              Mandya District has an area 4962 sq Kms with Population of 18,05,769 (urban 37358), Density 364 per Sq Kms.   Following KPTCL Electrical Infrastructure is established to cater the needs of the District. 220/66KV stations: 4- Transformation capacity:  900 MVA. 66/11KV Substations: 62 Nos with 112 power transformers & Transformation capacity of 1403.50 MVA.  From last three decades the EHV distribution has grown four fold. TUBINAKERE 220/66 KV receiving station established in 1999 tapping from Shimoga-Mysore Double circuit line was the first receiving station of District to cater rural parts & feed power to Mandya City and alternate power to Note Mudran Press of RBI in METAGALLI. 220 /66Kv Station inside “BWSSB campus in Thorekadanahalli” to feed   power to Four stages of water pumps of BWSSB was commissioned in 1994.   Now the District has four major stations (220/66 of 900 MVA Transformation capacities. Fifth 220/66KV receiving station is proposed at MADDUR to cater the needs of SOMANAHALLI Industrial area and surrounding substations.  MANDYA district is blessed by Kaveri water from KRS Dam & from HEMAVATHI river water. MANDYA & KODAGU have cultural bonds and blessed by Kaveri water. Transformation capacity of Mandya District is 7.77 KVA per person [4 Receiving stations of 900 MVA, 62 substations 1403.50 MVA for the population of  18,05,769 persons]. District known as SUGAR District has established Sugar factories in Mandya, Pandavapura, Maddur (Bharathi Nagar) KR PET with Co-generation power plants & Independent Power Producing plants and industrial areas in Maddur, Tubinakere and Mandya.

Kodagu with an area of 4201 sq kms and population of 6.15 Lakhs  receives  120 inches of rains from south west monsoon from June to October has no reservoir or major tanks to hold the rain water. Water drained from the slopes of Brahmagiri & Talakaveri ESZ forests on eastward slopes drains to Kaveri River. Many prime villages of heritage links in Kaveri basin from Talakaveri (Cherangala) Thannimani & Others are suffering  from acute low voltage & frequent power interruptions.  Border Villages of Virajpet  Taluk  Kadanga Marur &others  and Nariyandanda, Cheyandane,  Arapattu of Madikeri Taluk on SH-90 suffer from lesser voltage as  these villages are far away from VIRAJPET/ MURNAD & MADIKERI substations.  Public have represented to Deputy Commissioner Kodagu to consider establishing substation either 33/11 KV or 66/11KV at load centre to benefit the border remote villages. DC KODAGU is requested in Grama Vastavaiya sabhas to bring it to the knowledge of Energy Department & Governor of Karnataka for needful. Need to study the Technical & economic feasibility.  Installed capacity of the Receiving Station in KUSHALNAGAR is 200 MVA and of   Seven numbers of 66/33 & 66/11 substations in Five Taluks ( Madikeri/Virajpet/ Somawarpet / Ponnampet & Kushalnagar) is 165 MVA. Transformation capacity is   inadequate [ 165 MVA for 6.15 lakh population].

MADIKERI-MURNAD 33 KV line was not connected to Madikeri new 66/33/11 KV substation established in 2010 by a short link line in forest area. By not making utilising the existing 33 KV lines, Power consumers   fed from stations of Murnad, Siddapura, Srimangala, Virajpet, and Ponnampet  had to suffer the Power constraints from last few years during peak season.  This has been brought to the notice of the concerned.  Falls and rapids of river Kaveri from its origin Talakaveri till Kudige is not utilized. Irrigation dam built across River Harangi, tributary to Kaveri has facilitated generation of 9.2 MWs of Power from Mini Hydel scheme. Fall in water near BEEDALI is utilized to generate 2.9 Mws during monsoon evacuating energy to Somwarpet. In monsoon energy is pumped backed to grid in 220KV lines as noticed in Kushalnagar. Beyond Kodagu boundary, River Kaveri water is utilized at many places with Mini Hydel &   Major Hydro Electric Generation Stations for irrigation & power production. Irrigation canal water drop is utilized for power generation in Mandya District. Water fall in MANJANADKA RIVER near KARIKE village of Bhagamandala hobli is utilized for generation of captive Mini hydel plant of   10.00 Megawatt   power   by IPP from June till December pumping energy to Sullia substation of Dakshina Kannada District.

Action is now initiated by Chief Engineer Mysore Transmission Zone to connect Kushalnagar Main Station to Siddapura at the shortest route along State Highway SH-91 to reduce the length of transmission by 39 KMs to Virajpet and by 19 KMs to Ponnampet. It is also proposed to double the existing 66KV single circuit line feeding PONNAMPET via Project Tiger Thithimathi Reserved Forest area and connect it to new 220/66Kv main receiving station at HUNSUR tapping existing BASTIPUR- KUSHALNAGAR double circuit transmission line. Work is learnt to be under fast progress as per schedule.

New Substations are proposed   in KODAGU hill district     as learnt from Zonal office of Transmission:  Srimangala (Up gradation work under progress) Hudikeri, Balale, Bhagamandala, Madapura, Kodlipet, Kudige, Hangal Shettihalli (Up gradation of Somwarpet 33 kv) Siddapura (Up gradation from 33 to 66KV) are approved and works are expected to be included in Annual plan of works for 2022-23 present financial year. T&D  Company    Project Team has conducted detailed techno economic project study of all the 82 feeders in the District and under process in phases according to the need.

[Electricity consumers of  KAVERI NAD Central Kodagu of Madikeri Taluk  have joined together to promote   the   platform named “Madikeri Gramin Vidyut Balakedarara Vedike   to guard the interests of Madikeri Taluk rural population of 1,25,000 persons residing in Rural parts of four hoblis of Madikeri Taluk   in 67 villages governed by 26 Village panchayats . The consumers of these remote areas are experiencing   power problems, as the villages are located in  western ghat valleys & hills covered by forests and inhabited cluster of villages amidst Coffee Pepper Cocoa and Rubber growing areas, away from MADIKERI District head quarters Electric substation. Local governance in VP TP ZP of these Hobli are aware of the Electricity problems].

Maintenance of Distribution system

 Maintenance of DTC by Escoms:

Electricity consumers of Kodagu particularly of Madikeri Taluk are happy to note from Honourable Energy Minister of Karnataka Sri V Sunil Kumar's twitter that CHESCOM has maintained 16710 TCs during the Transformer Maintenance Abhiyan. Every year lot of DTrs fail in MADIKERI Division. This Abhiyan is a welcome step by Energy Minister. Many 25 KVA new Trs were installed in Sampaje Hobli recently under improvement from Central assistance RAPDRP and other schemes. New Trs are not located in load centres and the secondary loads are not equally distributed on all three phases causing failure of LT winding of One phase.

  1. Electricity Distribution companies in India particularly in Karnataka has implemented many schemes for bringing the HT LT distribution system and associated upstream EHV lines to be brought in conformity with CEA Regulations with distributed generation.
  2. Chamundeshwari Electricity supply company looking after Distribution system five districts of Karnataka(Kodagu, Mysore, Chamarajanagar,Hassan & Mandya) has 267 "O and M units" spread over from Hilly areas of Western Ghats in KODAGU District to Border districts of Chamarajanagar ( CR Nagar and Kollegal Divisions). Unit offices are formed in prime load centres of Taluk Hobli head quarters and urban clusters with concentrated loads. CHESCOM conduct Public grievance meetings and Electricity safety weeks to create awareness among public.
  3. Distribution Transformers Maintenance Abhiyan: i) This Abhiyan was carried out recently for a fortnight for intensive inspection and maintenance of Distribution Transformer centers   in prime areas. Minimum 2 to 3 hours power shutdown time was taken for maintenance of these Transformers.  Consumers had to suffer long durations of power due to this unscheduled interruptions availed for intensive maintenance at a stretch in each periods on successive days.  ii)O&M units need to plan the regular maintenance by turn regularly section wise Tc wise so that entire ward or Village is not disturbed. Escoms have  the database of mobile numbers of all the prime consumers of their respective O&M units transformer/ village wise. Learnt from home village Sampaje (Kodagu), that they are not aware of such maintenance. iii) Farmers of Hoddeti Bayalu Sampaje ( TC no 511756) had brought to the notice of Section Officer;Sampaje about overloading of loads on one phase and requested for distribution of loads in all phases.  DTLMS Register shows 25 KVA  CESC TC has 42.75 Kws load.  SAMPAJE Unit office the distribution of Three villages Sampaje Chembu & Peraje VP with 116 Tcs of different capacity.

Distribution system :

Management of Distribution system in Karnataka is passing through an vital transition. BANGALORE POWER & LIGHT & MYSORE POWER & LIGHT were two organisations under Mysore Princely State till 1947 & later till 1957 was managing Generation transmission & distribution along with construction of new lines. Telephones between Mysore Palace & Bangalore Palace was being maintained by MPL & BPL.

Government of  Mysore Electrical  Department formed in 1957(GOMED) which was looking after  Generation Transmission Distribution construction and maintenance, gradually restructured as Electricity Board. HECP & Later as  Genco[KPTCL] Transco[KPTCL]  and Discoms{ Five numbers} .

Ministry of Power, CEA and MNRE are  allocating funds to State ESCOMs under different schemes  District wise to bring in the HT lines and LT lines in conformity with CEA Regulations minimising HT : LT ratio and reducing energy loss in Transmission and maintaining HT and LT voltage regulation within prescribed limits.

Corporate office of respective ESCOMS  have the details of works carried out under improvements  in each financial year under State and Central Government assistance Plan & Non Plan  schemes.

Under annual maintenance of  Distribution System failure of distribution transformers is the major operations cost to rural Distribution. During monsoon due to wind and gale, trees  fall on the lines causing damages to HT and LT distribution.Conventional LT & HT protection system is unable to protect the transformers from these faults.

MONSOON PREPARATIONS in KODAGU

  1. Kodagu District located in western Ghats suffered major casualties and heavy rains for three consecutive years from 2018 to 2020.. Roads including National/ State & IVC were heavily damaged. HT & LT distribution were extensively damaged in Kodagu majority in Madikeri Taluk and areas of Pushpagiri belt around Hatti, Haleri, Kandanakolli areas.of backwater spread of River Harangi. Unprecedented maximum rains continuously for successive three days caused heavy damages.

  2. Chamundeshwari Electricity Supply Company managed the breakdown well in 2018 & 2019 restoring power supply to majority  areas within three days and to other remote areas within 15 days deputing staff with men power and vehicles from neighbouring Divisions.

  3. This year weather experts are expecting early rains. Cyclone is noticed in ODISHA belt on BAY OF BENGAL. CHESCOM has made arrangements to provide storm gang manpower of skilled persons with vehicles to Hilly regions.

  4. Kodagu suffered few  major power shutdowns recently due to Tower crown tilt of 220 KV DC tower near HUNSUR limits. and Bird fault near Mathigodu Elephant camp in Thithimathi Rajiv Gandhi Project Tiger Area. Few villages of Madikeri Hobli suffered around 26 hours of power shutdown due to multiple line faults in HT distribution. Few DTC's in the AREKADU Coffee plantation  area continue to be in the dark for the second day also.

  5. AEE MADIKERI SUBDIVISION has been requested to arrange for deputing breakdown gangs with vehicle manpower with required tools from subdivision headquarters to AREKADU Plantation areas for clearance of faults in multiple locations. . It is noticed that wire snapping is frequent in this belt. The group operating switches , HG fuses and suspected faulty insulators need replacements. Intensive inspection of HT & LT lines are required to check for excessive sags and leaning poles due to stay sets yielding at the time trees falling in Coffee estates.

  6. Power is arranged to Hoskeri Mysuru Thota & neighbouring Tcs at 7.15 PM by stringing the snapped conductor.  Section Officer Murnad has been on call duty round the clock since 2.45 PM yesterday. He was managing the power breakdown in two major feeders of HODDUR & MARAGODU simultaneously. AEE MADIKERI was monitoring the power restoration.

  7.  AREKADU Village is the tail end of the present feeder from MURNAD station. HT Distribution of  feeders from Suntikoppa substation & Siddapura station is said to be nearer on SH-89  Chettalli area & On GUHYA areas.

With regards, Kilar B Rathan Babu,

2023: South west mansoon started in first week of july with flash floods in Bhagamandala blocked the roads near Triveni Sangam on 6th and 7th..

Transmission line Faults- Kodagu Power Interruption.

  1. Transmission line to Kodagu are run in National Parks , Coffee plantations, wet and dry  fields. Transmission lines for four legs of  tower foundations occupy 10 to 50 sq mts of land for each tower on ground  depending on the line voltage ( 400; 220; 110; 66; 33 KV) and type/design  of tower  and right of way (ROW) and occupy corridor in private and public properties. Transmission line companies Power Grid (PGCIL) & KPTCL are notifying the public in advance the salient features of project and pay compensation to the land owner for placing the respective towers in their lands and to run the power conductors across their land for the width stipulated for different voltages.
  2. Early rains, lightening with thunder, fall of tree branches due to heavy wind & gale, bird faults due to dead carcass lying in Transmission line corridor in National parks & Vultures flying close by conductor fault limits causes faults. Long trees nearer to line corridor like Bamboo falls on line when wild elephants traversing in their regular corridors  up root the tree or due to heavy wind cause faults temporary & permanent  Many times line trips on EFR and when test charged it stands on temporary intermittent transient faults. HUNSUR- PONNAMPET Single circuit 66 KV Line for a distance of 46 Kms was constructed in 1986 and it is time to check disc insulators in suspension & anchor points for EMS & Insulation value. On few occasions earlier, the Disc insulators have decapped causing major break down of 2-3 days. Time taken to attend to break down & power restoration depends on many factors.
  3. On  UGADI (2022) festival day,  the crown of  the 220 KV-Bastipur- Kushalnagar Double circuit line near Hunsur limits came out of joint causing major interruption to entire Kodagu. Partial power to Urban & essential feeders & rural by roster was arranged from 66 KV lines on Hunsur-Hanagodu- Ponnampet & Ramanathapura lines. Ponnampet line is  partly in maidan areas up to Panchavalli limits(HUNSUR TALUK)  and enters the "Rajiv Gandhi National Park - Wild life Project Tiger area"[KODAGU]  out of bounds for public and others. For routine inspection & maintenance AEE TLM and staff obtain permission from RFO Wild Life Thithimathi and arrange for work. Power men of TLM are stationed at Hunsur, Thithimathi & Mayamudi & Kushalnagar.
  4. Yesterday, again on the festival day another fault occurred testing  the existing system It rained heavily in the night. Transmission line tripped at Periyapatna at 23.27 hours causing black out to SOUTH KODAGU [Ponnampet, Virajpet & Part of Madikeri] . There is no alternate source arrangement to restore power to South Kodagu, when this 66KV link feeding South Kodagu proves faulty. EE TL&SS HOOTAGALLI has personally rushed in midnight to Periyapatna and started analysing the faults of Relay indications. He has arranged diagnosing the fault by testing the Lightening arrestors at Periyapatna & Hanagodu ends. Finally around 16.00 Hrs today(4th May 2022)  they could locate the bird fault near Thithimathi forest limits and  restored power at 16.27 hours to South Kodagu substations.( Ponnampet/ Srimangala / Virajpet/ Murnad & Siddapur)
  5. CHESCOM Madikeri need to introspect their HT distribution system and come out with solutions to arrange power during emergencies of main Transmission line faults till the EHV  system is improved and brought in conformity with CEA standards with second source of power to District..
  6. We need to interact with CHESCOM and examine: i) Can emergency Power be restored to MURNAD Town, from F3 MEKERI feeder  from HAKATHUR? ii) Can Power be restored to MARAGODU/ Kattemadu from Kadagadal new  feeder ( 66/11 MDK end). iii) Can Power be arranged to Napoklu Town from Bhagamandala feeder ?

KODAGU Hotspot of Bio diversity

                                        Power needs of KODAGU district:
  1. KODAGU known for Coffee, Fruit orchards &  spices has a distinct mark in Indian map. This tiny District ruled by different dynasties  transformed itself to western style by the influence of  British rulers & their colonial interest  in raising Coffee Plantations, growing orange, spices like cardamom & pepper in thick evergreen forest lines of Brahmagiri, Talakaveri & Pushpagiri Ranges  of Western Ghats  mountains & valleys rich in Bio diversity of flora & fauna. Government of India & Government of Karnataka has set up Western Ghat Task Force and  Forest Conservation & Wild life protection zones in Kodagu. These  are formed for conservation & development  of forests. These  Forests  form sanctuaries in South Kodagu having links with Forests of neighbouring states of Kerala & Tamilnadu.
  2. Madikeri  the capital town of this Hill District at a height of 3550 feet above MSL  with rising winding roads from all the four corners from Coastal Karnataka and the plains of Karnataka. This hill Region is part of MYSORE REVENUE Division. Kodagu is now divided in to sixteen Revenue Hobli of Five Taluks. Kushalnagar & Ponnampet are newly formed Taluks carved out of SOMWARPET & VIRAJPET.   Population of the  district is 5,25,000 with people of different ethnicity culture & spoken dialects ( Kodava Thak, Arebashe, Telugu, Tamil, Malayalam, Urdu, Navayaithi, Tulu & other languages).
  3. Madikeri Town is managed by CMC with 31 wards is the Taluk and  District head quarters.      Population of town is 35000. Taluk  is divided in to Four Revenue Hoblis i) Madikeri Kasaba ii) Sampaje iii) Bhagamandala iv) Napoklu with 67 villages & population of 1,20,000. Power supply to these villages is now catered by Ten Rural feeders of Madikeri 66 & MURNAD 33KV substations. Per capita Energy consumption in Madikeri Town is 620 units per annum and that of Madikeri Rural is 320 units. Madikeri Taluk occupies 40 % of District geographical area of 4109 sq kms. Brahmagiri & Pushpagiri Biospheres  forms the western boundary of  the District  with  Coastal Karnataka  and KERALA. NH-275 National Highway and  SH-27/ 89 /90/ 91 State Highways connects the Districts with neighbouring Districts.
  4. Post independence & State  reorganisation  KODAGU-"C"  State merged with Mysore ( Now  Karnataka) State. Mysore Electricity  entered the District in the year 1961 by extending 66 KV  transmission line from KR Nagar to KUSHALNAGAR.  1961 to 2022 Electrical demand in the District has increased with 100% Electrification.  Kodagu is dependant on South west Monsoon for growing paddy in the valley. River Kaveri flowing from east to west & other west flowing rivers drains the rain water fallen on its catchment area. Kodambur River in Karike, Payaswini in Sampaje Ghat & Kumaradhara  in Pushpagiri hills are west flowing rivers of valley.
  5. HYDEL power potential of the District is not fully utilised. BARAPOLE HYDEL was planned by earlier COORG  C State and  shelved later due to environmental objections from farmers of South Kodagu. HARANGI Project across river Hatti/ Harangi is Irrigation oriented. Making use of the  embedded Pen Stock in the Dam, Government issued letter of Intent to M/s EDCL to establish 2*4.6 MWs Hydel power. which generates power from June to October and evacuates energy  at 66 KV to Kushalnagar 220/66 KV station. 2.9 MWs Hydel power plant is established near BEEDALI village of Somwarpet Taluk near Mallalli Falls. M/s Bhoruka Power Corporation Ltd has established 2*5.5 MWs hydel plant in KARIKE village of BHAGAMANDALA HOBLI pumping energy at 33 KV to SULLIA 33/11 KV station by 33 KV DC line with Coyote ACSR. KPCL Survey & Investigation Division had formulated Hydel project across  Dabbadka Stream ( Tributary of River Payaswini) with Road bridge cum Dam across the river near Dabbadka Forest Office  .and establishh run of the river 12.0 Mws Generating station at Chembu ( near Anehalla Limits) Letter of intent  issued to M/s Subhash Projects by Government is not taken up.
  6. SAMPAJE HOBLI: This hobli stretches from Peraje Village Panchayath on Kerala border to Kaggodlu Village, with Revenue Hobli ( Nad) office in SAMPAJE. From last few years the tail end villages of Chembu & Sampaje Panchayath are experiencing low voltage and power interruptions. PERAJE Village is fed from Sullia MUSS.
  7. KPTCL & CHESCOM have conducted techno economic feasibility study and  examined the need for 66/11 KV substation in SAMPAJE Kodagu  and formed Project to extend 66 kv transmission line from Madikeri to SAMPAJE &  establish 66/11 Kv 1*12.5 MVA substation to feed "SAMPAJE,CHEMBU & PERAJE" Village Panchayath 11 KV distribution.
  8. Power Grid planners are planning to establish 400 KV Main Receiving Station in Mangalore Taluk near Ganjimata limits & Yetthinahole project limits in Shiradi Ghat . 220 KV/66 KV Receiving  station near Kaniyur ( Arkalgud Taluk near Mallapatna on Hassan Kodagu border   ) with source from 400/220 Kv Central Power Grid station at SHANTHIGRAMA.
  9. Kodagu Grid need to have connectivity of second power source to meet N-1 requirements stipulated by Central Electricity Authority.  Kodagu has Seven 66 Kv & Four 33 Kv substations with 83 nos of 11 KV feeders. Hence as per present plan of KPTCL  Kodagu will have Two 220 KV on its outer periphery on  East & North Eastern parts. Technical feasibility of establishing 220 KV in Madikeri outskirts for equitable distribution of power to Madikeri, Bhagamandala, Murnad, Sampaje and to Border substations of SULLIA Taluk ( Sullia, Bellare, Guthigar, Subramanya). Kadavinakote- Kaniyar  (Arkalgud Taluk) need to be considered.
  10. Virajpet 66 kv the present tail end of 66 KV line is at a circuit length of 80 Kms from Kushalnagar 220/66 KV station. Proposed HUNSUR 220 KV will reduce the length only by 14 Kms. The present single circuit from proposed HUNSUR to Ponnampet is being strengthened by Double Circuit. Hanagodu, Proposed Balele, Ponnampet, Srimangala, Proposed Hudikeri, Virajpet, Proposed Kalathmadu will be on this new DC line.
  11. Proposals for new 66 KV lines: i)  Drawing of 66 KV Double circuit Transmission lines from Kushalnagar to Virajpet/Ponnampet via Siddapura 66 Kv is under study by Chief Engineer Transmission Zone Mysore.ii)Linking present 66 KV EDCL line from proposed KUDIGE substation to Madapura- HS Halli ( Somwarpet Taluk) via Yadavanad-II and Kajoor need to be considered.  The alignment of 66 KV from HS Halli to Madapura new Substation can be converted as Multi Circuit Multi Voltage transmission line( MCMV).
